Policies developed with the purpose of improving the human condition within a society may have little impact on a society’s well-being without accompanying increases in per capita net energy delivered to that society.

CLIMATE CHANGE  -  LOCAL SOLUTIONS TO GLOBAL PROBLEMS. 

Science budget cuts, anti-climate change rhetoric and isolationism have dominated the headlines this year. In a world where the incontrovertible facts of climate change are no long recognized by the highest level of government, Massachusetts has decided to make Climate Change a priority.
A new climate change bill is sitting on the House floor this year. The bill is call “H3564: An Act relative to Massachusetts participation in the Paris Climate Agreement's Green House Gas Emission Standards.” The legislation is simple. It modifies Massachusetts climate change legislation to include text stating that the state will participate in the Paris agreement. The new law will ensure that state green house emissions standards meet or exceed those put forth by the United Nations and will formalize this by having the state sign on to the Paris accord as a non-Party stakeholder (via the Non-State Actor Zone for Climate Action). This bill has the added perk of costing the state little to no money
The bill is authored by NGEI's Jessica Lambert, edited by Micheal Blanton and Stephen Craffey and proposed and supported by MA Senator Julian Cyr and MA Representative Dylan Fernandez. The Bill has been referred to the Joint Committee on Environment, Natural Resource and Agriculture.

The next two papers by Charles A.S. Hall, Jessica G. Lambert and collaborators discuss the near- and long-term societal effects of declining Energy Return On Investment (EROI). A major obstacle to examining social implications of declining EROI is that we do not have adequate empirical understanding of how EROI is linked, directly or indirectly, to an average citizen!s ability to achieve wellbeing. The key results of their work suggest that energy indices are highly correlated with a higher standard of living. This leads on to the implication that the concept of the Social Return on Energy Invested - for example, the value of having solar lighting for employment or educational purposes in rural areas of many developing countries - should not be overlooked.

Jessica introduces a new Lambert energy index (LEI), which seeks to shift focus from traditional economics to an energy-centred biophysical basis, and intended to provide a new tool for understanding the impact of energy on other social indicators. It draws on the energy efficiency of an economic/societal system; average energy use per capita; and income (energy) distribution. There is a strong positive correlation between the LEI and the Human Development Index, underweight children, female literacy, and access to clean water. There is a strong negative correlation with gender inequality.
